Can you check of the pinchbolt area has been squahed down to size because of the errant use of a too small seatpost??
I suspect that the bike requires a 27.2 post as standard for most steel bikes of that era.....except, of course, maybe some French bikes. I don't think I ever encountered a 27.1 post yet, that's why I think the PO might have used a post that was too small at one time....most likely a French one at that too! ;^P
If that is the case, you might be able to pry the clamping area back to size if you are careful.
BTW,be especially careful if this is an aluminum or aluminum lugged bike, aluminum does not take kindly to bending stresses. They tend to crack first before bending sometimes.
