Additionally, a quality helmet will help. We bought her a Trek Lil' Dipper (in pink, natch) and she loves it. She also uses it on her Stryder bike without a problem.
We went and bought skateboard style helmets because they didn't stick back behind the head as far as a bicycle helmet, the LBS had them and recommended them, seems they were aware of the issue already.
