The Norwegians got this from the Swedes: Det är inte dåligt väder, bara dåliga kläder.
Of course the Finns jump bare naked into a hole in the ice in the middle of winter so they simply say there is no such thing as bad weather, no need to drag cloths into the discussion ... and as we know from a thread over in the A&S forum, the Danes are all too drunk to care.
Anyway, as far as I can tell, no one in Scandinavia would ever ask you if it was too cold to ride, after all, they actually plow the bike paths when it snows! I loved it when I was in Umeå in the winter and the choice was often whether to ski or bicycle in to work.
