You're correct about the seat stays. I was keying off the lack of chrome on the seat stays, as people rarely cover chrome during a repaint and all the chipped paint just looked like exposed steel, rather than chrome. The American Eagle version on the Competition was the Semi-Pro and the few examples I've seen have all had chrome stays.

The OP's sample has some other interesting features, notably the lack of cable stops on the top tube which both the Kokusai/International and Semi-Pro/Competition had during this period. It also looks the inside of the fork blade may have a stiffening tang with lightening holes drilled in it. These would seem to push it higher up the ladder but again it's missing the chrome on the stays (and head lugs) and more notably an integral dropout hanger.

It's definitely an American Eagle and would appear to either a Kokusai or Semi-Pro model though there is some conflicting evidence. The recent revelation of gold paint also points towards a Kokusai, despite the stays, as this was a known colour during this period. The closest known Semi-Pro colour was yellow.
