If the traffic is stationary, there is no reason, unless it is a bus discharging passenegers, why you should not carefully pass vehicles on the right and get to the front so that you are visible to all. In fact, in some countries, at traffic lights, there is an area, just beyond the stop line, reserved for bikes, so they can pull away first and in full view of other traffic.
