Brake Pad Wear Versus ToeIn

Here's a dillema:
I toe in my brake pads so they won't squeal,
but then over time they wear down until the surface is parallel to the wheel once more. Hence they squeal once again.

Now, I could simply toe them in Even More, but this seems like a vicious cycle...
Don't want to toss them out and get new pads, considering there's plenty of material left and they work fine.
Now I'm starting to think, well if toe-in wears away, why bother in the first place? why not just let them squeal from day one?
Of course, it really freaks out pedestrians when I come to a stop at intersections...

What's your philosophy on brake pads and toe in?
