If it is a steel framed Timberline 1997/8(?) or earlier, there may be threaded holes in the seatstays - possibly on the inside and more difficult to see and use.

There is also probably a hole in the centre of the brake bridge that some racks can use with a single support bracket in the middle of the rack.

Otherwise get some P-clamps.
