With any metal (even if it's just the dropouts), you can screw up the alignment through an accident so sometimes adjustable dropouts were put in place to allow the user to realign things to a certain degree. Other reasons were to allow the user to effectively shorten the chainstay and tuck the wheel in closer thereby giving the bike better climbing characteristics or tighter/nimbler handling.
