That's the dust wiper, the seal is a foam rubber band that sits underneath the dust wiper? If I am Wrong please feel free to educate me. I can take it!

The Wipers are the cause of failure to the seals. Once any mud or ice or sand get's beyond the wipers, the foam seals have no Chance at survival
