San Diego would probably be the best... good weather all year around, and some big climbs.
But weather for training is only one factor. How nice a place is it to live? No one spends all their time training. Living in a dump with good roads is still living in a dump. Can you make a living there? Unless you're a pro, that's an important factor. What is the racing like in the area? Great training but having to drive four hours to the nearest races would really cut down on the racing.
I like Bolder a lot, as a town. Looking at it on a quality of life basis its the best place I have been. But I don't like snow, or cold, and the roads there are limited compared to what I have here in the SF bay area. And I can get a lot more work here.
