Who can disagree with that? It seems to be a reasonable wish. But what would achieving that goal cost? The writer finds plenty to complain about, but I don't see any concrete proposals for solutions in the piece. It's easy to complain, but it's not easy to resolve the issues/problems raised in the piece.
She covers a little bit of it under "Cost." A bike lane costs a lot less than a bike path. If the city planned the streets with bicycles in mind, making sure most streets are safe for bicycles, and the cyclists had a safe, convenient route using surface streets to get to the destinations they want, bike paths would be unnecessary, and it would be cheaper.
