"There is no bad weather" is a little extreme, even though I will ride in temps down to the teens with no issues. I don't like riding in the rain, period, but I don't mind cold. Rain fogs up my glasses, making it hard to see, and drivers also have a harder time seeing you, so it is less safe. I also have found that you will get wet riding in rain, regardless of what you wear. I'm not talking about light drizzle or mist, but real rain. We seldom get snow where I live, so I don't ride in it. Not worth the investment it would take to do that, such as studded tires. Also not worth the risk since most drivers around here cannot safely drive in the snow.
I have no problem dressing for the cold. I've assembled some great cold-weather gear over the years, and it gets used since I bike commute year-round. Last January was one of my highest mileage months for bike commuting, and this year is starting out equally well (88 miles so far). So far my coldest biking temp was 17 F, and I tied that record twice this week. I was very comfortable.
I also do not like riding in really windy weather, however that is bearable if you are riding in a group and can paceline. Riding a long solo ride on a windy day is miserable.
