OK the only black bikes I see with that style decal Gold with the two blue 'bars' are the '83 and '84 Sport SS and the '85 Sport SX. but they do not have that shifter. however since the frame appears to be 25 yo and there are parts missing (from the shifters) I am discounting them in the identification. the Sport SS did have the the lower ends of the fork chromed so maybe someone stripped the paint on the upper portion. near as I can tell form the pic the headset looks closest to '84 or '85. the Limited in '83 (none for '84) was Eletric Blue or Dark Maroon. the '85 Limited had red decals plus was made from Columbus.

You're probably already aware that a chrome fork usually indicated a better bike, but I don't see any Columbus tubing labels on the frame to support it, so I can't even be sure about that.
If you could look closely , and scrutinize the dropouts, seat post and head set for any names, it may help identification

the serial number is a dead giveaway that this is japanese bike size 61 cm made in 1983 or a late 83, 1984 model. So it has to be the Sports SS, since it was the only black bike that fits the bill...
