The Rally was definitely made in 1984 though could be a 1984 if made late in the year. Id it has the typical block lettering, it should be a 1984.

Not sure what you mean by block font. The head badge is the old American Eagle type with a silver eagle's head a large N or M with Nishiki in what might be bamboo font? The thing is riveted on and is identical to the '72 Semi Pro badge. Downtube has "Nishiki Competition" with Nishiki in what must be the bamboo font and Competition in a different font.
