To start off with, it appears to be a late 1970's Peugeot A08. The majority of the revisions would be considered upgrades in terms of performance. An aluminum rear rim is lighter and offers better braking performance. A freehub is far more resistant to bent axles. The cassette will give vastly improved shifting, if it's HyperGlide. The Dia-Compe calipers will be far easy to set up properly and maintain. The 600 levers are far more comfortable thanthe original MAFAC.
About the only downgrade is the five speed conversion, though even that could be argued, as the Simplex piston front derailleurs had very poor performance. It's hard to tell from the picture, but it also looks like he may have installed a mattress saddle.
I don't know the Vancouver market well, but I suspect it relatively high priced. If you cherish originality or were planning to flip it, it's probably not worth it, but if you want a keeper and rider, it may be worth the money.
