Another vote for the classic Schwinn cantilever cruiser. Heavy yes, but the ride is Plush. Lots of them out there too, and if you search a little, you'll find a deal.
Picked up this mid 90's Cruiser 6 on CL for $30 a couple of weeks ago.
Alloy wheels and Shimano/SRAM components will work fine for cruising the neighborhood.
