I am using a rear coaster brake hub on a singlespeed I recently restored and I was wondering what exactly is the function of the brake arm?

Like, I can't understand how this thing could actually do anything, but according to Park it is absolutely necessary that it be bolted down.

Could I just leave it off? Or just not bolt it down? Or is that a big no-no when it comes to coaster brakes?
