It is a 9/10 speed hub, probably Daytona or Centaur, maybe Veloce. The bearing preload adjuster on the non-drive side came along with the first 10 speed hubs, but the Chorus and Record hubs have a silver preload adjuster and the black ones were used on the lower groups.
