Go look up some data on head injuries in sport that require helmets. It might be enlightening.

There's a reason why it's used as padding in top-end baby seats for cars, where it has to protect babies and children in high-speed automobile-on-automobile collisions.
And the number one cause of death for young children is...automobile collisions. Maybe the children would have been better off wearing bicycle helmets than sitting in car seats.
