I'm sure those are replacement wheels. That bike did come with aluminum rims originally. I have, in my basement, my neighbor's bike of the same year as in your picture, and it has aluminum rims.

You may be interested: I have a 1982 Team Fuji I could sell you. It's a 23" frame. What size are you? It's in excellent condition.
