Where I'm from, some people have bodies that let them commute in -40 weather like it's no big deal, and some bodies simply cannot handle the cold. Frostbite is a very real thing that happens to people regardless of how well they dress--heating extremeties is one of those things that bodies vary at quite a bit, and presuming you're properly dressed you really can't do anything about it.
