No, just asking that pedestrians and joggers employ a little common sense. For their safety, if they're dressed in dark colored clothing no safety vest or flashlight how can they expect motorists or cyclists to see them and avoid hitting them?
when this came up in the UK, pedestrian advocates successfully argued that it is the motorists responsiblity to slow down per prevailing conditions for pedestrian safety, and
not the pedestrians' responsibility to make themselves visible to motorists.
