There will be inherently more rolling resistance if you are comparing similar types of equipment in smaller wheel sizes, but it shouldn't be to the degree where you are noticing a huge disparity like that. Perhaps you should check that your bike is not suffering from a mechanical trouble of some kind? Brakes rubbing, hubs off adjustment, things like that.
