While a cross strap is always good for security, most bags with properly angled straps that comfortably ride high don't need the the strap for light loads. Examples are Chrome, Bailey, PAC, and ReLoad. The issue with Timbuk2 and the like is that the straps fight against the bag laying flat on your back and are designed to ride low, where they sway.
