Aerospokes that are painted give you the option to paint the braking surface; simple raw Aerospokes come with a braking surface no matter what. You can see a tiny little chip on the edge right to the left of the Vittoria logo in the first pic that reveals some of the Velocity's silver brake surface. I think it's just been painted with a few coats to blend in the seam at the composite.
A few coats of paint wouldn't fill in like that....
