Thanks to everyone who responded. I ended up installing a Wald rear rack on the front. So far I'm happy with it. I did have to create steel brackets to attach to the P-clamps since they didn't reach the support arms of the rack. I bungied one of my wooden baskets to it yesterday and did my first test run, stopping to shop at several stores in the nearby town. I put several bags, including one holding a half gallon of milk, into the front basket; the rack handled the weight well. Next trip I'll use small panniers in addition to the basket.
