Besides soul, there's a company in TX - nimble that makes really light clinchers.

The hed ardennes are nice as well.
+1 on the ea90's, their claimed weight is 1395g without skewers. they roll incredibly well!
i've never been on, but have read about Flit wheels, their cone-a is a touch over 1400g, and their letica is a touch over 1300 g, under $500 for both.

i can't directly vouch for the flit wheels, but the eastons are excellent!
