As 24/7 said you want the wheels to have the proper tension. A 26" wheel, with it's shorter spokes, is inherently stronger than a 700 C of the same spoke count. Even with lower tension, it's not likely to have the same spoke issues as a low tension 700C wheel would. You can still break spokes on a 26" wheel but don't worry too much about it.
