Thanks for all the replies, comments and advice.

Chombi, no it is 23mm! One of the more eccentric design ideas for sure! I don't think the frame is a Peugeot - the ones I've seen of those, the carbon weave has looked more gray/black. As a kid I dreamed of owning one of those carbon Peugeots, in fact I still dream of it now! The paint job definitely looks after market to me.

I'm riding a Vitus 979 at the moment and have to say it's the nicest bike I've ridden. I'm 5'9" and quite light and it seems to suit me perfectly, it's punchy yet relaxed, can hammer it on the flats and it climbs beautifully. Just put an amazing pair of wheels on it too - Mavic MA 50 CRD laced to 501 hubs, never seen these rims before, I think they are very early ceramics, roll along sweetly and feel pretty bomb proof.

For you and kpug:

Cleaning up the carbon tubes is just the start I'm afraid! Someone has also filled and coarsely sanded the cable holes in the head tube and seat tube lug.

It's not the prettiest of these kind of early carbon frames I've come across so I think I'll use this one as a tester for restoration.

Whilst here, has anyone got any pointers for restoring aluminum? I couldn't find a thread on the topic which is surprising given that most people restoring classic bikes must have come across some pretty ropey aluminum in their time.
