someone had fun with the spray paint on this one...

that said, if this were my bike and I wanted to sell it:

- I'd pretty much strip it to the frame (plus headset, plus BB)
- dip what I can (brakes, crank, stem and seatpost) on a paint thinner to get rid of the blue. And scrub. And scrub until its gone.
- get a drop handlebar and some tape (not blue)
- make it work and call it a day

Unblued, this is a $300 bike.
