OK, sorry, more Land Shark cyclocross build questions.
Right now, I have a high rise quill that has been drilled through the center to hold and anchor the front centerpull cable. I'd like to go with a lower rise quill. I can't use one of the more typical centerpull brackets that fit in the headset because the Mavic headset won't accomadate one.
So, are there centerpull anchors that can be attached to a quill?
Another option would be to go with a threaded stem adapter, a two bolt stem, and drill a hole through the stem.
All ideas welcome.

I would absolutely not drill through a threadless stem in the fashion you're suggesting. There's no need anyways, you can get a "fork mounted" canti stop. Specialized makes one. It attaches to the front of the fork.
Are you aboslutely sure you cannot fit one of these in the headset? All you have to have is even just one spacer for example this to fit:
