But don't you think it's like installing insulation in one wing of your house while the the other end of the house is about to have the windows fall out? It seems to me that seed money is something you distribute in all directions to cover contingencies that are not imminent.

Perhaps this is my imagination, but we live a country where the major airlines are in bankruptcy, road infrastructure is extremely weak, we are in a "sea change" with personal transporation (cars...) and we are in a depression that is mercifully holding down the price of fossil fuel. OK... what event do you thing would happen to cause major investment in railroads?
