Me thinks it wouldnt be too hard to make some sorta stem shim ala option #2. A thin but solid piece of steel drilled to have the clamp bolt pass through it in the gap and bent out and drilled for a brake cable adjuster to sit in. Whatever you do I agree that stems gotta go, just kills the whole look.

Also, arent them shifter cable housing running a bit long?
