Are you toed in properly? The front of the pad should be slightly closer to the wheel than the back (a quick measure is that when the front just touches, something around the thickness of a dime should fit at the back). If that doesn't work, you may need new pads. Even good ones are pretty cheap, so buy decent ones. I have rim brakes on both my bikes, and only get squeal in wet weather...never any howling.
