Heck, I got my license only about 25 years ago in NY, and I still remember the driver's ed manual having information on which type of vehicle (including, yes, a person on horseback!) had the right-of-way at a 4-way stop.

Horses are not terribly uncommon on the roads around here. I don't see them every day, but I do at least once a month.
I always assume that at a 4 way stop, all modes of transportation are equal.
