why do you need front shocks if you aren't going to go off trail? are their that many pot holes in DC?
that being said I would recommend a Terry Susan B.. I've got one myself. I'm 5 feet 2 inches.
I would change out the tires that come with the bike and get some schwalbe's. If you wife is really
tiny she might like the Terry Trixie better, that comes with a step-though (classic girlie frame)
