Yes. They get a permit for X riders. If more show up and the permiting entities notice, then the organizers get in trouble and have to pay more next time, or get their event cancelled.

BTW, some of these century organizations are pretty protective of their routes, changing them every year and not putting them up on their sites.

That's because of sleazy jerks banditing the ride.
