The rant is correct, they were targeting fixie riders. But as someone posted above, it's not that they can't stop, it's that they don't want to.

I don't want to jinx myself, but I've snapped brake cables but not chains. The one time I remember snapping a brake cable, I was on my fixie pushing my tandem. That was a hoot.
