Ask for an accurate measurement of the outer diameters of the seat tube (28.0mm French, 1-1/8" = 28.6mm almost everyone else, e.g. Canadian Peugeots) and the seat post. A small difference, such as a 28.0mm tube with a 26.4mm post or a 28.6mm tube with a 27.2mm post, generally indicates a high-quality moly steel, such as Reynolds 531, making that at least a PKN-10.
