I was also thinking of carrying this sort of thing. How do you carry it while riding? Put it in your pocket? Strap it around your wrist? I just can't think of a convenient way to carry it, but also have it handy should you need it. 
I carry my dog repellant (which comes with a clip) clipped to the strap on my camelbak. It's always within a split-second from my grasp that way.
