That bike has the same sloping fork crown as my 84 PSV. I suspect that the fork could be fully chromed under that blue paint, just like the one on my bike. The lugs also look similar to what's on my PSV and so are what seems to be Simplex rear dropouts and what look like domed rear stay ends, so that could very well be a mid 80's Peugeot, Could it be a repainted PSV variant (Triathlon??)? It could also be the similar 501 tubed Peugeots of that time.
The pump peg and dual bottle mounts might be a clue.
