If she is not keeping her dog in check, she's not going to understand. People like this are of the same kind as those who listen to music really loud. It's an ego trip thing.
My property can do what it wants and is more important than
your needs/preferences/safety etc.
Maybe they should spray the owner with something instead of the dog?
