Braze on shifter problem.

i have a vintage road bicycle with brazed on tension shifter ''stubs''(i guess thats what you'd call 'em)
one of the ''stubs'' looks like some has tried to use a wrench to try to take it off(not knowing that they don't)
the damage is very minor, only about a quarter of the top of the thread length.

1) i know you can tap it but i want to know how much it would cost
2) i was thinking about just drilling that small bit out, therefore completely ignoring the bit of thread that is hindering my enjoyment(is this a good idea? or would it mess with the tension shifters?)

its an italian bicycle if that does anything....
