I supposedly have latex glue. Do you use a cotton basetape?

I've had two issues, first is during drying. By the time the glue dries, the edges have peeled up, or the tape has loosened itself in some other areas. So I redo as necessary. Then:

The second is after I've restuck everything, allowed it to dry for 48+ hours, then try fold it up (prior to the rim glue tack coat). The base tape just pulls itself away from the tire again. I've tried adding an application from the outside, allowing the glue to soak through. I've tried sticky-sided tape to pre-hold it in place. I've put air in the tire first, (which shouldn't work, and it hasn't). Two different (local) types of glue. So far, no good. So far, incompetence reigns.

I've seen ebay "brick & mortar store bike store" sellers recommend re-attaching base tape with tubular glue. My guess is maybe they've had some of the same issues I'm having.
