The guy is 5'10" tall. Unless he's got arms like an ape a 58 is going to be huge. The 58 really 58.6... so it's closer to a 59.

Even the 54 has a longer TT than my old Jamis Aurora in a true 55. Really look at the geometry of the Surly bikes close.
