You can NOT latch onto the break. It doesn't matter what was decided at a team meeting or any other meeting other than that of the sport governing body.
If you want to use a mercy rule then perhaps a rider can suck wheel at the back of the bunch but you need to EARN being
any part of a break.
I can't believe there is ever a discussion about this.
