They're lugged, and filleted at the junction for the radiused look you describe.

After the Helm and the DiNucci, I'm glad to see that Llewellyn's seatpost ends where it should. The extended-past-the-lug-look simply looks as if the builder got lazy and finished the tube wherever it happened to end up after tacking it into the BB.
