That's a demultiplicator relay you're talking about. It's used with the Simplex bar end shifters to decrease the amount of cable pull at the rear derailer. It's essential that it be usaed with those shifters because of their large diameter barrels. The fact that you don't understand it doesn't necessarily make it a bad design.
