Steel or aluminum Cilo?? If it's aluminum, it's really a re-branded Vitus 979 frame and I believe that they are mostly, if not all English treaded, so you will not need any French treaded stuff on the bike.
I'm sure my Vitus Carbone has exactly the same threading as the 979 at the shifter bosses and the bike originally came to me wearing Shimano DA 7400 click/friction shifters which I'm sure are not "French" threaded in any way. In fact, regular water bottle bolts (M5s) can screw into the shifter bosses.
