I use 24 inch bolt cutters to cut hardened seals off overseas containers all the time. HK Porters are the only bolt cutters I would ever buy. Locks and chains only remove temptation. If someone really wants it there isn't much you can do about it. Cable is the hardest thing to cut threw & a large diameter Ulock. Stock over a 1/2 inch you can't get into the jaws of bolt cutters
